Minister of Administrative and Bureaucratic Reform and Minister of Manpower Discuss Human Resources and Institutional Governance

Jakarta (ANTARA) – Minister of Administrative and Bureaucratic Reform (PANRB) Rini Widyantini met with Minister of Manpower Yassierli to discuss the development of civil service human resources and institutional governance within the Ministry of Manpower (Kemenaker).


The meeting was held in response to Kemenaker’s need for best practice insights in managing and developing internal civil service human resources through ASN Corpu, a competency development system.


“We need strong collaboration to map out the types of jobs needed as part of a database, not only for civil servants but also for labor stakeholders in general,” said Rini in a statement in Jakarta on Friday.


Rini outlined concrete steps that could be taken by the Ministry of PANRB and Kemenaker regarding civil service human resource development.

From a regulatory perspective, an adequate career system for civil servants will be regulated through the Draft Government Regulation (RPP) on Civil Service Management.


Rini also shared an example of a best practice in civil service HR development implemented by the government through the National Institute of Public Administration (LAN).


The “ASN Berpijar” training program, a collaboration between Pijar Foundation and LAN, is designed to enhance civil servant competencies in facing digital era challenges. The program helps civil servants upskill by offering various relevant and practical training topics.


In addition, Rini explained that LAN has also developed a “learning wallet” — a special incentive for civil servants to improve their competencies and skills in line with institutional needs, thus enhancing their productivity.


On institutional governance, Rini discussed the scope of Kemenaker’s duties based on Presidential Regulation No. 164 of 2024 on the Ministry of Manpower and Ministerial Regulation No. 20 of 2024 on Kemenaker’s Organizational Structure and Work Procedure (SOTK).


“Even though our system is decentralized, the role of the central government is to build a labor supervision system so that national accountability still rests with the Ministry of Manpower,” she explained.


Based on that mandate, Kemenaker focuses on training and operational tasks in the field of occupational safety and health (K3), while in labor supervision, it concentrates on the development of systems, norms, and procedures.


On the same occasion, Minister Yassierli explained the background of Kemenaker’s visit to the PANRB Ministry. “I’m concerned about governance and HR development because the Ministry of Manpower must set an example for companies regarding regulations,” said Yassierli.


Concluding the meeting, Yassierli expressed appreciation for the support from the Ministry of PANRB. “Thank you to the Ministry of PANRB for the consultation. We look forward to the progress of the RPP on Civil Service Management and other best practices to guide the development of civil service HR,” he stated.
