Building public servants who can turn policy into progress

In collaboration with the National Institute of Public Administration (LAN RI)

Indonesia’s biggest challenges do not stop at the boundaries of one ministry, institution, or sector. They require public servants who can connect the dots, work across institutions, make decisions in complexity, and turn ideas on paper into changes people can actually feel.

But public servants are expected to do all of this while navigating demanding workloads, evolving policies, and increasingly complex challenges.

ASN Berpijar was created to make learning work for the people who make public service work. Developed by Pijar Foundation in collaboration with the National Institute of Public Administration (LAN RI), ASN Berpijar expands access to practical, relevant, and accessible learning for Indonesia’s State Civil Apparatus (ASN). The program brings learning closer to the realities of public service, helping ASN strengthen the knowledge, leadership capabilities, and problem-solving skills they need to create meaningful change within their institutions and beyond.

From Learning to Leadership

ASN Berpijar offers learning opportunities that are designed around the realities of an ASN’s professional journey.

Through accessible and job-relevant courses, participants can build capabilities that they can immediately bring back to their workplace,  from understanding ASN Core Values and strengthening leadership capabilities to developing the skills needed to navigate complex challenges across sectors.

The learning is also integrated into the official ASN learning ecosystem, allowing completed learning hours to be recognized as credits that support professional development, career progression, and promotion.

Developing Leaders Who Can Improve Systems

At the highest level of the program, ASN Berpijar contributes to the development of senior public leaders through National Leadership Training (PKN) Level I.

Here, leadership goes beyond individual growth. Participants are challenged to work on real change projects that respond to complex public-sector challenges, including initiatives such as Fiscal Data Integration and Food Synergy Integration.

These projects are more than training assignments. They are opportunities to test how leadership, collaboration, policy, and innovation can come together to address problems that no single institution can solve alone.

A Learning Ecosystem for Public Service

ASN Berpijar connects different levels of Indonesia’s public-service workforce through a shared commitment to continuous learning.

From accessible digital learning for thousands of ASN across Indonesia, to mentorship and advanced leadership development, the program creates pathways for public servants to keep growing throughout their careers.

And when learning becomes more accessible, leadership becomes more distributed.

A public servant in one region can bring a new idea back to their institution.
A lecturer can share what they learned with their students.
A leader can turn a training room into a starting point for institutional change.

One Lesson Can Travel Further Than We Expect

“I first came across ASN Berpijar and immediately felt interested, the classes were practical and free to access. Out of all of them, the ASN Core Values session had the biggest impact.

One leadership lesson I learned there, I shared with my own students, and it grew into a small community where I now guide them on scholarships, CVs, and why gaining experience matters.”

ASN Berpijar believes that public servants deserve opportunities to learn, grow, as an essential part of building a stronger public sector.
